The Lunar Gravity powerup decreases the level's global gravity, which means that every object gets lighter. This includes pedestrians, drones, opponents, everything. As such, all impacts are weaker.
As for the human player, this has quite the impact on the driving. The wheels have a harder time keeping close to the ground, and as such, driving, turning and breaking are a lot harder. Also, hills are obviously easier to climb and jumps are longer.
