The Groovin' Pedestrians powerup causes all pedestrians on the level to stop on their tracks and start dancing, though animals are just limited to doing mixed movements. The pedestrians still scream when a car approaches, but because they can't leave their place, they have no option but to stare at the vehicle.
This is an unused powerup in Carmageddon: TDR 2000.

To obtain it with cheats, press Ctrl+Shift+9 when in cheat mode or type GETDOWN.

Carmageddon: TDR 2000
This powerup was cut out from the final game. It should do the same as in Carmageddon II, or similar, but instead, it makes them unable to leave their current spot. When they try to run away from a car, they merely turn and face the direction they wanted to run to.
