During early development of Carmageddon 2 Stainless had couple of interns, who was responsible of majority of Splat Pack while team of employees was working on Carmageddon 2.
They went largely unsupervised, resulting shoddy modeling work, configuration errors and odd design choices. Some Splat Pack cars are even capable of crashing the game.
For example: The entry for the EMM pedestrian in the Splat Pack has the following comment: "WAS EMY BUT THE CUNTING CUNT REFUSED TO WORK". It turns out the person who set up the Splat Pack pedestrians did a typo in the new ped entry-keyword, right before EMY (NEXT PEDSETRIAN instead of NEXT PEDESTRIAN). They also set its ID to #90 instead of #80 (#90 was already used by another pedestrian).
Another example: They did not balance the game at all. They just replaced car slots without changing the strength levels. This results Monster Masher, obviously overpowered vehicle to appear within first batch of opponents.
Not all of the Splat Pack was made from scratch. Some models, like Mayan Magnificence Hotels was originally developed for Carmageddon 1, but was not finished in time. These models the interns merely finished for the final game. Very detailed (for most parts) Mayan Hotels strongly contrast against ascetic, likely scratch made MagnaChem Environmental Disaster.
